LABPM – Local Agency Bridge Preservation & Maintenance 11/15/18

This one-day course is intended to provide participants with a comprehensive understanding of bridge preservation and maintenance.

The principal focus is to offer local agency staff the essential skills for prioritizing and selecting good candidates for bridge maintenance, designing and estimating preventative projects such as joint replacement and/or preservation coatings, and gain awareness of good practices for bridge deck maintenance. Upon the conclusion of the course, the participants will possess the necessary knowledge to develop a comprehensive bridge maintenance & preservation program.

Construction Procedures and Specifications for Bonded Repair and Retrofit of Concrete Structures using FRP Composites

Construction Procedures and Specifications for Bonded Repair and Retrofit of Concrete Structures using FRP Composites is designed to assist State Department of Transportation (DOT) construction and maintenance operation staff develop knowledge of project requirements of FRP repairs, substrate surface preparation methods, and procedures and steps for installation of FRP systems.

Topics covered in this course include:

    • Specifications, including scope, definitions, tolerances, and site considerations
    • Submittal requirements, including working drawings and quality control/quality assurance plans
    • Storage, handling, and disposal requirements, including shelf life, safety hazards, personnel and work place protection, and clean up
    • Various aspects of substrate repairs and surface preparation of concrete structures
    • Use of externally-bonded and near-surface mounted FRP systems for repairs
    • Procedures and steps for installation of externally bonded FRP systems
    • Procedures and steps for installation of near-surface mounted FRP systems
    • Environmental considerations for FRP installation
    • Identification of defects and appropriate solutions of FRP applications

The success of repairs and retrofit of concrete structures using FRP Composite is dependent on State Department of Transportation (DOT) construction personnel taking an active role in ensuring construction procedures and specifications are adhered to. Hence, knowledge of proper construction procedures and specifications for FRP projects is necessary to control quality of work.

In a joint effort, the FHWA and the Society for Protective Coatings (SSPC) have produced the following three training videos for individuals who perform and / or supervise bridge preservation activities in the field, including bridge preservation contractors as well as State DOT and Local Public Agency personnel and consultants. The training was developed with the input of industry experts associated with SSPC, AASHTO, ARTBA, and the University of Kentucky.

Training Course in Planning and Programming Bridge Maintenance Activities

Pennsylvania has developed a training course titled “Planning and Programming Bridge Maintenance Activities”. The learning objectives of the course are:

  • To promote an understanding of the bridge inspection program, regulations and policies and to bridge the gap between the results of a bridge inspection and recommended bridge maintenance;
  • To inform participants of Best Practices for structural repairs and preventive maintenance;
  • To inform participants of available resources for performing maintenance, including use of PennDOT forms and programs;
  • To promote the development of strategic plans for bridge maintenance.

Maine DOT

Premature Paint Failure

Working Over or Near Water

Maine DOT has published the following safety requirements to be used each time employees are working over or near water:

  1. The 10-minute Job Safety Analysis (JSA) sheet will be filled out for each location. This document will need to be signed by each employee on the site.
  2. The Maine DOT Bridge Maintenance JSA aid sheet will be used to complete the JSA.
  3. Attached to the JSA will be an Assessment Sheet – any deviation will be noted in a hand-written comment and signed.
  4. Field supervisors will retain these documents for later reference.
  5. Field Bridge Inspectors will record an electronic picture of these documents and store them with the Bridge Inspection report for the next inspection planning.
  6. Training of this process will be integrated with the JSA training and will be done annually at Bridge Inspector Training.
